As we embark on a new journey after more than a century of development, our founding mission remains steadfast as we look toward the future.

To mark the 105th anniversary of the founding of the Communist Party of China (CPC), the Party Working Committee of Daxing Biomedicine Industry Base held a commendation ceremony recognizing outstanding Party members, outstanding Party affairs workers, and advanced primary-level Party organizations within the base.

Working on the front lines of the biopharmaceutical industry, these exemplary individuals and organizations have demonstrated their commitment through action and dedication. They serve as visible and inspiring role models for Party members across the base.

To further promote the exemplary and leading role of these outstanding individuals and organizations, this special feature series has been launched to share their stories of dedication, achievement, and commitment. Party members and officials throughout the base are encouraged to follow their example, draw inspiration from their dedication, maintain a strong sense of purpose and responsibility, and take on the challenges of advancing the biopharmaceutical industry. Through concrete actions and achievements, they will contribute to the higher-quality and higher-level development of China Pharma Valley.

Beijing Outstanding Communist Party Member

Lin Changqing, Hotgen Biotech

Lin Changqing, a member of the Communist Party of China and a professor-level senior engineer, serves as Chairman and General Manager of Beijing Hotgen Biotech Co., Ltd. He has received major national awards, including the Second Prize of the National Science and Technology Progress Award and the Second Prize of the National Technology Invention Award, and was selected for the National Ten Thousand Talents Program as a leading talent.

In 2005, he founded Hotgen Biotech and led the Company in continuously upgrading its business from in vitro diagnostics into therapeutic fields such as innovative pharmaceuticals. By pushing beyond the traditional boundaries of innovative drug development, Hotgen Biotech has reached new heights in the biopharmaceutical industry. SGC001, a globally first-in-class therapeutic drug for acute myocardial infarction (AMI), has entered Phase II clinical trials, marking a new chapter in the international development of China’s innovative pharmaceuticals.

Committed to the principle that “high-quality Party building leads to high-quality corporate development,” Lin Changqing established Party member task forces and dedicated Party member leadership positions. Under his leadership, Hotgen Biotech has grown into the first IVD company listed on the STAR Market of the Shanghai Stock Exchange and a national-level “Little Giant” enterprise specializing in niche markets with strong innovation capabilities.

He has also focused on the independent development of Up-converting Phosphor Technology and Mono-test Chemiluminescence Immunoassay technology, helping break foreign technological monopolies and reduce the cost of diagnostic testing at primary healthcare facilities, thereby contributing to efforts to address the challenges of high medical costs and limited access to healthcare. Hotgen Biotech has also made breakthroughs in core diagnostic technologies, including a triple-test panel for early liver cancer screening and GlyExo-Capture® Technology, filling gaps in domestic capabilities.

Lin Changqing has also worked to foster a harmonious corporate environment and actively fulfill corporate social responsibility. The Company has established and continuously improved employee care and mutual-support programs, including providing free annual health checkups for employees’ parents and establishing feedback mechanisms to address employee concerns and reduce their worries. In response to natural disasters and public health emergencies, Lin Changqing has consistently led the Company to step forward and contribute Hotgen's resources and capabilities to public welfare initiatives.

Daxing District Outstanding Party Affairs Worker

Li Xiaoming

Li Xiaoming currently serves as Manager of the Party and Mass Affairs Department and Deputy Director of the Women's Committee at Beijing Biomedicine Industry Base Development Co., Ltd.

Comrade Li Xiaoming has conscientiously studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and has carried out Party education and learning initiatives in accordance with the requirements of higher-level authorities.

She established the “Strong Foundation Initiative” training program, helping ensure that the Party's innovative theories are effectively implemented throughout the industrial park. Focusing on the standardized and institutionalized development of primary-level Party organizations, she has guided Party branches in strictly implementing systems such as the “Three Meetings and One Lesson” and maintaining rigorous standards for intra-Party political activities.

She has strengthened the assessment and evaluation of Party branch secretaries' performance in Party building, made effective use of assessment results, and ensured that responsibilities for Party building are fulfilled at every level, thereby strengthening the foundations of primary-level Party organizations.

She has established a “One Branch, One Brand” matrix centered on a “four-in-one” dual-helix Party-building model, developing more than 20 distinctive Party-building brands. She has also implemented a rotating mechanism for joint Party-building initiatives among Party branches, clarified the responsibilities of participating branches, and promoted regular joint learning, joint initiatives, and collaborative activities to build greater synergy.

She has advanced the development of the industrial park's Party and Mass Service Center, making full use of its political and public-service functions and regularly organizing themed Party activities and activities for mass organizations.

In accordance with the “New National Gateway · Qingjun” program of the Organization Department of the Daxing District Party Committee, she has developed and implemented integrated measures for the selection, development, management, and deployment of young officials. She has also maintained rigorous standards for Party member recruitment and development while optimizing the structure of the Party member workforce.

Through these efforts, she has encouraged Party members and officials to take responsibility and make contributions on the front lines of investment promotion, enterprise services, and major project implementation.

Daxing District Advanced Primary-Level Party Organization

Fifth Party Branch of Beijing Biomedicine Industry Base Development Co., Ltd.

The Fifth Party Branch of Beijing Biomedicine Industry Base Development Co., Ltd. is affiliated with the Company's Party Committee and currently has 22 Party members.

The branch has established a full-chain service system covering investment promotion, project implementation, enterprise services, talent services, and brand promotion. It gives full play to the role of the Party branch as a strong organizational foundation and to the exemplary role of Party members, injecting new momentum into the high-quality development of the regional economy.

The branch has regularly implemented a “branch-led group learning + individual self-study” model, carrying out Party education and learning activities and deepening exchanges and discussions. It has established a multidimensional development system integrating theoretical study, industry-focused training, Party affairs training, and study visits to revolutionary sites, comprehensively strengthening the capabilities of Party members and officials.

The branch has continued to strengthen standardized and institutionalized Party-building practices and has worked with local government departments, universities, and pharmaceutical companies to carry out joint Party-building initiatives, bringing together resources and strengthening development synergies.

It has also pioneered Party-building initiatives across the industrial chain. With Party members taking the lead in tackling key challenges, the number of National High-Tech Enterprises in the area increased from 251 in 2022 to 292 as of April 2026. In the first quarter of 2026, the branch efficiently facilitated the listing and implementation of three industrial land parcels and the commencement of several major projects.

By integrating Party building with business-environment services, the branch developed a one-stop service platform, which was selected as one of the first 20 reform and innovation cases for improving Beijing's business environment.

The branch has also strengthened the development of young officials and industrial brand promotion. By leveraging Party-building initiatives to drive industrial development, it continues to inject strong momentum into the high-quality development of the industrial park.
