On March 4, 2026, the Fourth Session of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) opened in Beijing. More than 2,000 CPPCC National Committee members from 34 sectors gathered to fulfill their responsibilities, voice public expectations, and contribute recommendations toward advancing Chinese modernization.

 

Recently, Daily Economic News launched a special feature titled “2026 Two Sessions Recommendations | Charting a New Chapter at the Start of the 15th Five-Year Plan.” Entrepreneurs, economic experts, and renowned scholars gathered to discuss development priorities at this critical juncture marking the beginning of the 15th Five-Year Plan.

Lin Changqing, Chairman of Hotgen Biotech, was invited to participate and share industry recommendations under the theme “Pursuing Primacy and Uniqueness: Supporting the Development of Healthy China through Scientific and Technological Innovation.” Other participating companies included leading enterprises such as BOE, Xiaomi Group, 360 Group, and Ping An Insurance.

 

The global pharmaceutical industry is entering a new phase of innovation driven by novel targets and mechanisms of action. Chinese pharmaceutical companies are accelerating their transformation from “fast followers” to global innovators. For innovative medicines based on novel mechanisms and targets, China’s drug regulatory authorities are strengthening support throughout the entire development and regulatory process, including regulatory communication, clinical trials, registration applications, and review and approval, helping facilitate the first launch of innovative medicines in China.

 

By placing clinical value at the center and strengthening the full-chain ecosystem from basic research to commercialization, China is creating a more predictable and supportive environment for the high-quality development of the biopharmaceutical industry.

 

Enterprises are key participants in the national innovation ecosystem. Hotgen Biotech follows a dual-engine development strategy centered on “Diagnostics + Innovative Pharmaceuticals.” Sungen Biomed, a subsidiary of Hotgen Biotech, is developing SGC001, an antibody therapeutic for acute myocardial infarction (AMI), which has entered Phase II clinical trials. SGC001 is a first-in-class (FIC) therapeutic characterized by a development pathway in which Chinese scientists made the initial discovery, a Chinese company led the R&D and translation, and a Chinese hospital conducted the first clinical study.

 

The biopharmaceutical industry is a future-oriented industry that can improve public health and strengthen national scientific and technological competitiveness, while also serving as an important driver of the Healthy China initiative. With strategic guidance from the government, continued collaboration among government, industry, academia, research institutions, and hospitals is expected to advance the development of more safe and effective “Chinese innovations” that benefit patients worldwide.
